Add kaccounts-providers 26.04.3 built from source

Build kaccounts-providers from upstream KDE Gear 26.04.3 source with
SonicDE dependencies (sonic-frameworks-cmake-modules, sonic-rpm-macros,
sonic-accounts-integration-qt6-devel, sonic-frameworks-qml-bridge-devel,
sonic-frameworks-internationalization-devel, sonic-frameworks-io-devel).

Changed signon-plugin-oauth2 from hard Requires to Recommends since
SonicDE does not ship signon-plugin-oauth2 yet. The package still
requires signon-ui (available from EPEL).
