Make sonic-gtk-theme-bridge obsolete and replace kde-gtk-config.

- Bump release to 4 and update changelog.
- kde-gtk-config removed from Forgejo so sonic-gtk-theme-bridge is the
  only provider. `dnf upgrade --allowerasing` now replaces it.
