Regenerate build-order.txt with signon plugins and new packages

Adds signon-plugin-oauth2 (tier2), signon-kwallet-extension (tier7),
and previously built packages (kamera, kde-connect, kaccounts-providers,
colord-kde, dolphin-plugins, filelight, kde-gtk-config, kde-inotify-survey,
ksanecore, skanpage) to the build order.
